The Red jeep was hijacked and used for joke with the Garde (Police in Ireland), the joke is became even more serious, many people were injured including Garda officers (Police).
I can't say for sure if he is a lunatic or joker but the guy surely did have something up his head to put a large number of lives at risk.
though it happened long time ago, but the scene sparks laughter and thats why i'm sharing it with you
